JOB TITLE: MANAGER, SUB-CONTRACTS
KEY RESPONSIBILITIES:
- Depending upon the assignment, the Manager or Manager Subcontractor will be managing proposals and project awards at home office or post-award Award management on Project sites
- Complete understanding of functional procedures and forms in the departmental quality management system.
- Strong initiative to digitalize processes and operate on company portals and platforms like SCMS (Subcontracts Construction Management System), compliance and financial due diligence platforms, company ERP systems, and site admin workbook packages.
- Fully aligned with the subcontractor’s leadership with subcontracting strategy, functional subcontracting procedures and process compliance, quality assurance, team selection and building, and departmental and functional KPIs and milestones.
- With the support of the allocated team, oversee the functional assurance and implementation of company and department procedures and processes.
- Manage and guide the team on all aspects of proposal estimates, awards, post-award commercial matters, emphasizing strategy formulation and negotiation productivity, benchmarking prices, change management principles, claims analysis, and management.
- Proactively work with each project to understand current commercial issues and provide guidance and direction on commercial matters to achieve a satisfactory resolution of all issues.
- Participate and lead where applicable in the risk and opportunity review process, including the identification, mitigation, and management of contractual and legal risks.
- Supervise, lead, and drive the allocated team, and take guidance from senior management to achieve departmental objectives and expected outcomes.
- Managing proposal-stage construction cost estimates
- Managing award-stage activities within allocated budgets
- Managing post-award administration activities within the allocated forecast for completions
- General other activities related to SCMS, ERP, compliance and financial due diligence of subcontractors, interaction for management approvals, and reporting
- Manage and lead the team through the post-award administration activities related to work during project execution, from the kick-off meeting until the close-out of subcontracts.
- Review and support Project management involves locating new subcontractors as required.
- Provide inputs for budgeting and cost control, and support project management with a BOQ-based forecast at completion.
- Lead and manage the preparation and issue of subcontractor closure reports.
- Feed back to home office key pricing and productivity benchmarks.
- supports the project management team to develop and monitor relevant subcontractor KPI’s.
- Support and perform functional internal and external audits at the home office or site.
- Support and guide the team on subcontract close-outs.
- Any other duty assigned by senior subcontractor management
Essential Qualifications and Skills:
- Graduate or Master’s degree in Engineering, Business Administration, or Contracts Management
- Experience in proposal tendering and finalization of subcontracts and post-award administration and management of subcontractors
- Have experience in International markets relevant to the particular field of employment, particularly in the UAE and GCC markets
- Exposure to and experience with offshore project site construction is preferable.
- With exposure to and experience in the offshore industry, Modularization will be an advantage
- Dispute resolution and claim management experience are preferable.
- Able to build and maintain effective working relationships with subcontractors, partners, and company staff.
- Possess good project management and time management skills.
- Must be able to inspire and motivate people to drive the business forward and achieve company goals.
- Has good organizational skills and, particularly, spatial judgement and a wider spectrum for details.
- Strong and humane interpersonal skills.
- Must communicate proficiently and professionally in spoken and written English
- Must be proficient with the Microsoft Office operating system. Proficiency in other languages, e.g., French, Italian, and Arabic, will be an advantage.
