Doka is looking to hire a dynamic and enthusiastic Procurement Officer to join our fast-growing and versatile team based in Dubai, UAE. This is an exciting opportunity for self-driven professionals who find excitement in being part of something bigger than just working on purchase orders.

As a Procurement Officer, you will play an integral role in both operative and tactical activities:

  • Operative activities pertaining to timely order fulfilment of serial parts from external vendors and
  • Tactical activities pertaining to sourcing external vendors for local production of serial parts.

The above activities will include but not be limited to managing the whole procurement cycle, project procurement, supplier scouting, screening and onboarding of vendors, developing and nurturing sustainable supply partners, support with enhancing the operational excellence across the assigned portfolio. Therefore, we are looking for an individual who has an eye for detail, can flag risks and act appropriately to remedy the concern proactively.

You will report directly to the Team Leader – Operational Procurement Middle East Africa & Asia Pacific (MEA/EAP), with a dotted line reporting to the Head of Procurement MEA/EAP.

Job Description

  • Manage all procurement and purchasing activities within the assigned portfolio.
  • Ensure full compliance with the P2P process, in alignment with Global Procurement guidelines.
  • Maintain proactive coordination and communication with both internal and external stakeholders.
  • Align procurement strategies with business goals and operational requirements.
  • Collaborate with stakeholders to assess demand and plan procurement schedules effectively.
  • Conduct regular follow-ups on open orders to ensure timely deliveries and manage rescheduling when needed.
  • Carry out RFI (Request for Information) and RFQ (Request for Quotation) processes, perform cost/value analysis, and provide recommendations based on best value principles.
  • Analyze procurement data periodically to identify and implement P2P efficiency improvement initiatives.
  • Manage and resolve vendor complaints, disputes, and claims professionally.
  • Scout, screen, and onboard qualified vendors in line with company standards.
  • Perform any additional tasks or responsibilities as assigned by your superior.

Qualifications

  • Bachelor’s degree in Procurement, Supply Chain Management, Engineering, Construction Management, or a related field.
  • CIPS Level 3 or above, CPSM, or equivalent professional certification is preferred.
  • Additional training or certification in contract management or project procurement is a plus.
  • Experience in construction or engineering procurement, with knowledge of formwork, scaffolding, structural steel, MEP, or civil materials.
  • Familiarity with construction contracts, incoterms, payment terms, and delivery timelines.
  • Strong understanding of local and international supply markets, especially in the Middle East and Asia Pacific regions.
  • Knowledge of SAP/Ariba.
  • Proficiency in RFI/RFQ/RFP processes, vendor evaluation, and tender management.
  • Experience with compliance and risk management in procurement.
  • Excellent negotiation and communication skills.
  • Strong organizational and time management skills.
  • Detail-oriented with strong analytical and problem-solving abilities.
  • Proficiency in Power BI and strong analytical skills with the ability to interpret complex data and present actionable insights.
  • Ability to work under pressure and manage multiple deadlines.
