Job Description:

Parsons is looking for an amazingly talented Transportation Planning Manager to join our team! The position requires the provision of expert transport planning solutions, a thorough knowledge of transport related policy, regulation standards and best practices.  In this role, you will provide technical expertise and direction for various phases of a significant rail and transit program.

What You’ll Be Doing:

• Lead the preparation of transport plans, traffic impact studies, transport modeling, feasibility studies, road safety audits, scheme reports, and appraisals, ensuring alignment with relevant transport and traffic policies and standards.
• Demonstrate a comprehensive understanding of transport planning principles, particularly within the Middle East region.
• Manage the collection, analysis, and interpretation of transport and traffic data to develop effective, data-driven solutions.
• Apply expert knowledge of strategic transport planning software along with experience using a range of transport and traffic modeling tools.
• Provide technical leadership and mentorship to a team of consultants engaged in urban and industrial planning projects.
• Liaise with the Ministry of Transport and other government agencies as required.
• Coordinate with other Departments and Divisions in the implementation of the current and future Master Plan deliverables and initiatives related to Transport (all modes).
• Formulate detailed transport planning policy updates and other amendments as part of the required amendments.
• Provide expert transport/traffic advice on development assessment and private sector investment proposals.
• Assist in establishing, implementing, monitoring, and enforcing departmental policies, goals, objectives, and procedures.

What Required Skills and Experience You’ll Bring:

• Bachelor’s Degree in Civil Engineering or relevant field from a recognised University.
• Post Graduate or Master’s Degree in Transport Planning, preferred.
• Minimum 15 years of relevant experience in the field of transport/traffic planning. Middle Eastern experience an advantage.
• Well-rounded experience in transport/traffic issues associated with Industrial and City planning.
• Specific experience with transport/traffic assessment processes and compliance regulation.
• Ideally professional experience with the Private Sector but have experience of dealing with Local Authority and Public Sector clients.
• Experience in large scale Metro / Rail projects.

Skills / Competencies:

• Solid experience of industry standard transport planning software packages. TransCAD, Synchro / Sim Traffic required. Experience with PTV Vissim an advantage.
• Proficient time management, communication, and interpersonal skills.
• Advanced knowledge in English – Spoken and Written.
